The woman continued to hesitate, so – taking a huge risk with his own life – Barnes let go of the chain, lost his footing for a harrowing moment, and then grabbed the woman from the window of the auto.

Ellicott City, Maryland, was hit over the weekend with major flooding from the Patapsco River, a major tributary of the Chesapeake Bay.
Officials say at least two people are dead after devastating floods swept through Ellicott City in Howard County, Maryland Saturday.
Ellicott City has rebuilt after floods before, including in the wake of Hurricane Agnes in 1972.
“The devastation to the town has been extensive”, Howard County Executive Allan Kittleman said in a statement. “In the past, it has been bad”.
Knight says she never got his name either, just stunned with what had just happened.
Ms. Mikulski said she will move quickly to arrange for federal emergency aid. “So that just goes to show you the strength of this, and it also goes to show you that nature is awfully powerful, folks”.

A group of strangers acted fast and joined hands to form a human chain. David Dempster writes on YouTube that he and several other men had to come to the rescue of a woman whose auto was overcome by the flood waters and started to float down the street. He said she and two other family members were with Watsula but survived. “It was a flash flood”.
“I went to school with (Sen.) Ben Cardin”, Eve said.
“I had a dozen weddings scheduled this week”, he said. At least four men create a human chain, holding onto each other as they wade through the water toward the woman trapped in the vehicle.
“We’re gonna stay here and make sure Ellicott City returns to its glory”, Cardin added.
“It was the scariest thing I’ve ever seen in my entire life”, he said.
He told Inside Edition that he feared the drama was going to end in tragedy.
On Monday evening, Kittleman hosted a packed community meeting to share resources with residents who suffered damage.
This is at least the 9th “1-in-1,000” year rain event across the USA since 2010 and the second this year, with the first being the disastrous flooding in West Virginia in late June that killed 23 people. He then carried her as the water ran past both of them.
If you were to sum up Jessica Watsula’s brief life in a word, you would be hard pressed to find a better one than “devotion”.
Ellicott City was established in 1772 as a mill town along the Patapsco, and many 18th and 19th century buildings were still intact before Saturday’s floods. But Watsula was washed away by the torrential flood. Her body was found around 2:20 a.m. Sunday roughly 200 yards from the Ilchester Bridge. He had been in Ellicott City with his girlfriend, when their vehicle was swept away by the water.
Their bodies were both found almost three miles away close to the Patapsco River.
Ed McDonough, a spokesman for the Maryland Emergency Management Agency, said officials won’t have a comprehensive damage estimate until building inspectors say damaged structures are stable enough for closer examination. Officials estimate damages could cost hundreds of millions of dollars.

Maryland’s Governor, Larry Hogan, said it was shocking and tragic. Two days after Main Street was flooded, emotions were still raw as residents sought help.
