Government to place GST Bill for passage in Rajya Sabha
Meanwhile, the Congress on Monday appeared to be pursuing a lone battle against the government in Parliament as SP chief Mulayam Singh Yadav put the grand old party on notice saying he was fed up with the disruptions.

Despite facing criticism for paralysing parliament over the past three weeks, the Congress Party has stuck to its “resignations before discussion” stand, and the BJP has attempted to isolate its main political rival within the opposition. The opposition said that not consulting the Chief Ministers of states concerned with regard to appointment of Governors to Bihar and Himachal Pradesh as also the signing of the Naga accord demolishes the talk of cooperative federalism.

The government proposed to empower the States to collect the one per cent additional levy over and above the GST during the transition period of two years to provide a cushion to the manufacturing States. Home Minister Rajnath Singh said this while addressing the Vyapari Sammelan in New Delhi, today. “I am confident that the government will be in a position to implement DTC (direct tax code) from April 1, 2011”.
The GST bill, a flagship reform legislation of the government had been passed in the Lok Sabha during the previous budget session but could not be taken to the Rajya sabha, where the NDA lacks strength. However, the UPA government failed to win the support of BJP-ruled states including Gujarat forcing the legislation to lapse with the dissolution of the 15th Lok Sabha.
The lower House had indeed passed the bill during the second leg of the budget session but the numerically dominant Rajya Sabha Opposition had it sent to the select committee on the understanding that it would give its report by the time the monsoon session opened.
So far, the Congress Party has not allowed any work to be conducted in parliament since the Monsoon Session kicked off on June 21.
