President Recep Tayyip Erdogan has accused Mr Gulen, who lives in Pennsylvania, of masterminding the plot which saw soldiers take control of bridges on the Bosphorus, the state broadcaster and the main airport in Istanbul.

“After July 15, this sneaky organization’s structure in the Turkish Armed Forces has started to be uncovered”, he said.

Turkish government representatives have attacked the European Union for its “wait and see” approach during the coup attempt, which was followed by a condemnation that amounted to the minimum required by diplomatic protocol.

US personnel never ran out of supplies during the power outage, Goode said.

A spokesman for Jagland clarified Thursday that while the secretary general “understands the need for the investigation”, he was not backing a wholescale purge of Turkish institutions.

More than 270 people died in events surrounding the coup attempt. But friction came to the fore in 2013 when a vast corruption scandal struck at the heart of the government, as well as Erdogan and his inner circle, that the authorities blamed on Gulen.

“All those have the capability of acting together against the Republic of Turkey”.

Separately, PES President Sergei Stanishev, a former Prime Minister in Bulgaria, was more critical, saying: “Human rights and separation of powers are as important to democracy as the free elections and respecting will of the people”.

“After this coup attempt I am not sure if we will have another election or not”, he says. Gulen was charged with forming a parallel state.

Siemens Chief Executive Joe Kaeser told reporters on Thursday he had summoned the head of the group’s Turkish operations to a supervisory board meeting a day earlier to get a first-hand account of events inside the country. Many people were detained in the raid on the offices of the Scientific and Technological Research Council of Turkey (Tubitak) in the north-western province of Kocaeli, NTV said, without giving details. “The tone was not accusatory towards the United States, but all the Turkish officials stated their belief that Gulen is a terrorist and was behind the coup, and that sentiment is apparently widespread”, said Dunford. Gulen has always been sought by the Turkish government for what officials say is illegal activity. (It’s no coincidence that when some Turkish truck drivers were kidnapped by the group, they were not beheaded but released.) Even when over-the-top outrages committed by the Islamic State finally forced Erdogan to allow USA airstrikes from Incirlik, the Turkish air force bombed only the Kurds. “Given the current emergency legislation new investment is not advisable”, said Anton Boerner, head of Germany’s BGA trade association, adding concern about Turkey’s credit ratings had also made investment more expensive. The stakes could hardly be higher, and all of the protagonists in the drama are now feeling their way through a landscape of murky conspiracy theories and very real perils.
