For now, the clock’s hands stand still at 9:20 p.m., likely the time it was uprooted from its home, and it will be Ellicott City residents who decide how long it remains frozen at that time, Kittleman said. In the video, he is seen lifting the woman off the auto so she could make her way up the chain, and both were later pulled to safety.

– Ellicott City residents forced to flee their homes due to raging flood waters will be able to return for the first time in more than four days.

“Portalli’s Restaurant in Ellicott City is completely flooded…”, the caller said.

Search and rescue workers, who saved about 120 people stranded by the surging waters, planned to conduct additional searches of properties in the area on Monday, Kittleman said.

“That just makes it so much more horrific”, Howard County Executive Allan Kittleman said during the news conference.

Two people died in the flooding, and it wrecked scores of homes and businesses in the historic town.

“I’ve never seen anything like this before”, Maisonet said. “After a few minutes, Jason, along with a few other store owners who were huddled in the alleyway leading to their storefronts, noticed a auto being swept down the street with a woman trapped inside”. Barnes fought the strong current of the water and linked arms with three other men to help pull the woman to safety.

Joseph Blevins, 38, of Windsor Mill, Maryland was also swept away after his vehicle was overwhelmed by the storm.

One of the victims was Jessica Watsula, 35, of Lebanon, Pennsylvania, according to Baltimore County Police. Kittleman called the Maryland flash flood a awful and horrific incident that looks like a warzone, Today News reported. They had both been in cars when the flooding hit. Their vehicle was swept away with the couple inside.

Describing it as a devastating situation, Maryland´s Republican Governor Larry Hogan declared a state of emergency on Sunday.
