Bill on GST introduced in Rajya Sabha amid ruckus

A Constitution amendment requires Division of votes for which every member has to be in his or her seat.

Insisting that the Congress was also for GST, Singhvi said that the government attempted to bring the measure for consideration of Parliament without any discussion in the Business Advisory Committee.

He said the Standing Committee has cleared GST as also the Lok Sabha. Regrettably they have gone back on their words. “The (Union) Finance Minister said GST is top priority”, he told reporters.

Opposition Congress has repeatedly disrupted proceedings in the Rajya Sabha, preventing the House from taking up the bill for passage. But in the Rajya Sabha, it is heavily reliant on the support of the opposition.

“That Bill is listed today”.

Asked if the bill had been introduced, the finance minister said: “The bill has been introduced”.

“No time has been allocated (for the bill), it has not come in the bulletin, BAC (Business Advisory Committee) did not give time… Unless the rate is indicated by this Committee, what is being published, we should not go by it”, Chandra said. “This is a major victory for Congress”, he added.
