“There torrential flooding on Main Street in Ellicott City”.

At least 25 buildings were damaged, and videos from the scene showed cars floating down what had previously been city streets.

“It was just … it’s something I’ll never forget”, David Dempster said. He’s the one who filmed the heroic rescue. He was also at the end of the human chain.

Kittleman did not say how numerous businesses had flood insurance, but Megan Clark, who owns a toy store on Main Street, said she decided against purchasing a policy because it would have cost her $300 a month.

At the height of flash flooding, a woman was spotted stranded in her vehicle as gallons of water rushed past, threatening to was her and her auto far away. The woman, and others in the background, can be heard screaming as water pushes in through the floor. He wiped out once. “It was courageous, really fearless”, said Knight on Sunday.

It took time to coax Knight out of her auto.

“We’re working as Team Maryland”, she said.

“We talked to a lot of people who said they had very little time to get ready – like ten minutes and all of the sudden it was there”, he added.

The man stayed with her, instructing Knight every step of the way.

One of the rescuers, a local business owner, carried the woman to safety.

Her pastor of eight years, the Rev. Dean Cover, said Watsula had a bubbly personality and a smile that could be seen from a mile away.

Dempster said he did not know the man’s name. “She yelled at me at first, in tears, she told me never to do it again”, he said.

As part of the city’s recovery efforts, Maryland Governor Larry Hogan declared a state of emergency for the county, making it eligible to receive state resources and putting into motion the process for seeking federal assistance. I’m devastated about the damage that’s done. “Some of my favorite places are destroyed. But the spirit of the people is really incredible”, said Knight. Last month, NASA scientists released data showing that the first half of 2016 had been the hottest year on record, the level of heat surpassing 2015, the previous record-holder.
