IPC rules to ban Russian Paralympians from Paralympic Games in Brazil
According to the Russian news agency Tass, the Russian Paralympic Committee intends to appeal the IPC decision to CAS.

Bach said the International Olympic Committee (IOC), which decided against barring Russian Federation from the Rio Games, had a different relationship with its members.
After escaping a blanket ban from the Olympics, Russia was kicked out of the upcoming Paralympics on Sunday as the ultimate punishment for the state running a doping operation that polluted sports by prioritizing “medals over morals”.
“It is strongly of the view that the Russian Paralympic Committee is now unable to ensure compliance with and the enforcement of the IPC’s anti-doping code and the world anti-doping code within its own national jurisdiction”.
“As such, they can not fulfil their fundamental obligation as an IPC member”.
The IPC had opened suspension proceedings against the Russian Paralympic Committee on July 22 following the WADA report and additional information it had received from McLaren.
Allegations of state-sponsored doping made in an independent report commissioned by the World Anti-Doping Agency have cast serious doubt over Russian competitors.
Craven slammed the country in scathing remarks at a Sunday news conference, saying Russia’s “medals over morals mentality disgusts me”. “The anti-doping system in Russian Federation is broken, corrupted and entirely compromised”.
“Irish Paralympic athletes undergo rigorous anti-doping testing, both in and out of competition through Sport Ireland, and we believe the same rigour should be applied by all national anti-doping organisations”.
“I have deep sympathy for Russian Para athletes who will miss out on the Rio 2016 Paralympic Games”, Craven added.
It also further tarnishes the legacy of the 2014 Sochi Winter Olympics, an event held up by President Vladimir Putin to promote his image of Russian Federation as a resurgent world power. “Just like the fact that we wanted to ban the Russians from the summer Olympics, but here (the winter Games) it is even worse and more detailed because we saw this manipulation in the laboratory in Sochi”.
Craven personally assailed the Russian government for breaching the World Anti-Doping Code, to which Russia is also a signatory.
Russian Sports Minister Vitaly Mutko said banning Russia from the Paralympics means “a large number of athletes will suffer – disabled people”. The over two hundred Russian athletes now in competition had to be cleared by their respective sporting federations to enable them compete.

“Their unanimous decision goes a long way towards inspiring us all – most importantly clean athletes – and upholding the Paralympic values we admire”. It is necessary that innocent athletes fulfill their rights to take part in the Paralympics. They are directly involved in the disgusting incident like doping.
