Court documents detail witness accounts that say Souvannaphong sped through a red light at the intersection of Benton Drive and Second Street North. His auto struck another vehicle broadside on Benton Drive as it was proceeding through the intersection on a green light. A third occupant of the vehicle, Krista Miller, 25, also of Hibbing, suffered non-life-threatening injuries. She was transported to the St. Cloud Hospital where she remains in good condition.
The suspect was treated at the St Cloud Hospital, and arrested and placed in Benton County Jail, charges are pending. Police say alcohol is likely a factor, but the investigation is ongoing and officials are waiting for the Bureau of Criminal Apprehension to determine Souvannaphong’s blood alcohol content. Police identified them Monday as 51-year-old Kevin Davey and 45-year-old Kathy Davey, of Hibbing.
