Yet he has proved to be a considerably better judge of players suited to English conditions than the recruitment arm of Manchester City in recent years – and £46m is an terrible lot of money to bet on reversing the form.

The German club, who are backed by auto giant Wolkswagen, are under no pressure to sell and have so far proved tough negotiators.

Despite the start of the Barclays Premier League season, the Summer Transfer Window remains open for several weeks.

Manuel Pellegrini’s men put up little fight in conceding the league title to Chelsea last season, but the addition of De Bruyne would make them genuine contenders again, and perhaps even title favourites. The first five years of De Bruyne’s career were spent at Belgium side K.R.C Genk. The Mail understand that the Toffees will reject Chelsea’s £30m bid for the young defender and believe they can hold onto him as long as he’s happy to stay at the club.

Manchester City are expecting to complete the £45million signing of Kevin De Bruyne this week, according to reports.

The Belgian has been linked with a move away from the Wolves all summer, with reports over the weekend claiming City were set to table a £45million offer for the former Chelsea midfielder.
