Earl Kills 39 In Mexico
Tropical Storm Javier was expected to bring wind and rain to Mexico’s tourist haven of Cabo San Lucas later on Monday, the U.S. National Hurricane Center said, adding that it was no longer expected to become a hurricane.

Javier is expected to make an impact in areas like Cabo San Lucas by late Monday evening into Tuesday morning, potentially bringing heavy rains and damaging winds along with it. The center said “heavy rains (are) beginning to spread over southern Baja California” from the storm.

In June 2015, Hurricane Blanca had weakened to a tropical storm by the time it reached the Baja peninsula and caused no major damage.
Slowing its forward movement to 6 miles per hour (9 kph), Javier promised an extended battering with wind and rain through Wednesday morning as it headed northward, brushing the Pacific shore of southern Baja. In a day or so, decreasing SSTs, land interaction, and a more stable airmass are expected to cause weakening.The tropical storm is moving northwestward at about 11 kt. A tropical storm warning was in effect for the southern part of Baja California. The resort was closed to navigation, and some owners of smaller fishing boats were seen pulling them onto shore and hauling them away on trailers. He said 25 of the dead were in various parts of the township of Huauchinango and three were in Tlaola.
Among the casualties of Earl, at least 32 people died in multiple mudslides in the mountainous north of Puebla state, said state interior secretary Diodoro Carrasco.
“It is a tragedy what has happened to our people in Huauchinango”, Gabriel Alvarado, mayor of the township of Huauchinango, said in a statement issued before the full death toll had been determined.
In neighboring Puebla state, at least 32 people were killed, state Gov. Rafael Moreno Valle said in messages posted on his Twitter account.

Meanwhile the death toll from former Hurricane Earl rose to 45 in the country’s eastern mountains, the Associated Press reported.
