The two far left lanes were expected to remain closed until at least 11:15 a.m. Several ambulances were at the scene, according to the CHP.

The freeway was fully reopened by 8:30 a.m., the CHP reported.

“That’s the only information we have is a white truck, it did stop on the shoulder momentarily”, said Sgt.

CHP officers will inspect the bus to make sure there are no mechanical problems that contributed to the collision. Investigators were trying to use the debris to identify the vehicle and its owner. All but one of the northbound lanes were blocked off, with traffic diverted onto Rancho Bernardo Road.

CHP says he was likely in the second closest lane to the center divider.

Traffic backed up to the Carlson Boulevard offramp in Richmond by 10:35 a.m., the CHP said.

“I talked to the medical examiner and they have very limited information”, said Mosquieda.

CHP officers haven’t been able to locate the driver, who could face hit-and-run charges.
