Since then, he said the amount of vehicle traffic and the number of people on the streets has declined.

Police said gunshots were heard and the unrest continued for a second night on Sunday.

Teenagers in Milwaukee are facing a strict 10 p.m. curfew after two nights of demonstrations – some of it violent and destructive – over a fatal police shooting.

“There is a curfew that will be more strictly enforced tonight for teenagers”, Barrett said.

Walker has also put 125 members of the Wisconsin National Guard on standby.

Milwaukee has become the latest American city to be gripped by violence in response to police killings of black men in places such as Ferguson, Missouri, in 2014 and Baltimore past year.

In addition, an 18-year-old was shot around 11p.m. and suffered a serious injury, police said.

One police officer was hospitalized after a rock smashed a patrol auto windshield, the department said.

Flynn cautioned that the shooting was still under investigation and authorities were awaiting autopsy results, but that based on the silent video from the unidentified officer’s body camera, he “certainly appeared to be within lawful bounds”.

The man, whose name has not been released, was shot late Sunday during a demonstration to protest the killing of a black man by a police officer a day earlier. Officers took him to a hospital, where he was medicated and released, CNN affiliate WITI said.

Police transport a man who was apparently shot during unrest in Milwaukee to a hospital, Sunday, Aug. 14, 2016. “We know there has to be more investment, and you’d have to be insane to think that this activity (rioting) is in any way helping”, Barrett told a news conference on Monday.

Flynn said that while police came under fire Sunday night, “none of our officers returned fire”.

Three Milwaukee County Sheriff’s Office mobile units were also seen at the park, which will be closed to the public between 6 p.m. and 6 a.m., the Milwaukee County Sheriff’s Office announced.

An internal report charting data from 2005 to 2014 showed police responded to life-threatening situations within 8.4 minutes in District 2 on the predominantly white south side but took 15 minutes to respond in District 7 on the largely black north side.

Flynn blamed a Chicago chapter of the Revolutionary Communist Party for coming to town and inciting Sunday’s violence.

TV footage showed a small group of protesters running through the streets Sunday night, picking up orange construction barriers and hurling them out of the way. Another squad vehicle was damaged, and officers made multiple arrests. They threw bottles, chunks of concrete and rocks at officers. “It’s fair to say those systemic inequalities and long history of police department abuses condition the environment so that it’s an ongoing powder keg that can erupt at any point”. Barrett says he’s concerned about the economic damage being done to the Sherman Park neighborhood.

It’s not the specific shooting of Smith that has the tension between police and the African-American community on edge. The chief says many people outside the neighborhood are using that for their own agendas.

The officer who fired was not named by the Milwaukee Police Department, but listed as a 24-year-old male with six years of service.

Police say an 18-year-old Milwaukee man was shot and seriously injured during the unrest Sunday. Police said one person was shot. Three people died, at least 100 were injured, and more than 1,000 were arrested, according to the Milwaukee County Historical Society.

The Milwaukee Police Association hit back at the suggestion race may have played an issue in Smith’s shooting and condemned the riots.

Police Chief Edward Flynn said Smith was shot after he turned toward an officer with a gun in his hand.

The arrests follow skirmishes between protesters and police but without the widespread destruction of property that marked the first night after the man’s death.
