NPR reports that Sylville Smith ran from police during a traffic stop, and police say he was carrying a gun. The shooting is being investigated by the state.

Critics said the police department should have been subjected to a full Justice Department investigation like the one done in Ferguson, Missouri, after the killing of black 18-year-old Michael Brown in 2014 touched off violence there.

For a second night, violent protests rocked Milwaukee over the police shooting of an armed African-American man. They said the man was armed with a gun but it wasn’t clear whether he was pointing it at or shot at police.

Flynn and Barrett, who spoke to the press after attending the Milwaukee Police Department’s swearing-in ceremony for new police recruits, painted a portrait of disorder on the streets of Sherman Park, and noted that officers were struck with flying rocks and bricks to the hands, knees, ankles and shoulders.

Studies of civil disorder across the country going back 50 years show, “the flash point for that unrest is often police action, but the causes are much deeper”, Flynn said. Officers did not return gunfire all night, in a show of “tactical and strategic restraint”, he said.

“He’s got a bunch of drug arrests here, robbery, use of force”, Clarke said. “I will no longer cover what is happening here”, Pool said.

The city has witnessed two nights of violent confrontations between protesters and police. Police did not say who shot the man but that they were looking for suspects.

“I want our community to know that”, Barrett said.

Early Sunday afternoon, members of the community attempted to help clean up the aftermath of the riots.

“Those individuals in my mind are deliberately trying to damage a great neighborhood and a great city”. Police arrested 17 people who were charged with crimes ranging from disorderly conduct to burglary. He said numerous gunshots could be heard during the hours of unrest. “Yes, too many of our young people are mired in frustration, hopelessness and crime”, Rainey said.

The dead man was identified as Sylville K. Smith, 23.
