10 arrests overnight in calmer Milwaukee
Wisconsin Governor Scott Walker declared a state of emergency.

His words come after a fatal police shooting triggered both peaceful protests and violent riots, and apparently led to another shooting.
He described the situation in the city as improved compared with Sunday night.
“He’s got a bunch of drug arrests here, robbery, use of force”, Clarke said.
Seven police officers were injured in a second night of violence Sunday that stretched into the early hours of Monday.
The Wisconsin Department of Justice has opened an investigation into the shooting as required by state law.
The 18-year-old Milwaukee man who was shot and wounded in Sunday night’s violence was retrieved by a police armoured vehicle and taken to a hospital.
Flynn said it was “an error in narrative to assume” that because police shot someone that the shooting will be controversial “so let’s have a riot”.
Flynn said publicly that the Chicago activists representing the Revolutionary Communist Party are the ones who “started to cause problems” Sunday night, the Chicago Tribune and others reported.
The shooting occurred near the location of an August 9 double homicide in which a man was shot dead and another was fatally stabbed, police said. Online court records showed a range of charges against Smith, many of them misdemeanors.
There have also been reports that protesters are attacking journalists covering the unrest.
Police body camera footage showed Smith holding a handgun during the encounter, Barrett said at a Sunday news conference.
In July, eight police officers were killed in separate shootings in Dallas and Baton Rouge, Louisiana, by gunmen who indicated they were angry about police violence against African Americans.
Smith’s death sparked explosive protests in northern Milwaukee, a town of 600,000 where roughly 40 percent of residents are black.

Last year, a total of 990 people were fatally shot by police in the USA, according to the Post.
A nighttime curfew was imposed for teenagers in the US city of Milwaukee starting on Monday following two nights of violence over the fatal police shooting of a black man.
A 16-year-old girl was shot – possibly by a stray bullet – and suffered non-life-threatening injuries.
Barrett has urged parents and guardians to keep their children home and away from the Sherman Park neighborhood where the violence Saturday night left six businesses burned. How and where exactly in the city it will be enforced was not made clear. He said the officer stopped Smith’s vehicle because he was behaving suspiciously and then had to chase him several dozen feet on foot into an enclosed space between two houses. In Minnesota, where 32-year-old Philando Castile was shot in suburban St. Paul during a July traffic stop by a Latino police officer, protests have also dwindled in the ensuing weeks, though at one point almost 70 people were arrested as police cleared the street outside the governor’s residence.
The unrest continued on Sunday night with protesters throwing rocks and other objects at police and one person shot. Three police squad cars were damaged and 14 people were arrested, authorities said. The officer who fired the deadly shot was also black.
The video hasn’t been released to the public. Flynn says it appears to be a lawful shooting.
“I’m hopeful that that will not be necessary”, Barrett said.
“We think we are in, comparatively speaking, a positive place”, Milwaukee Police Chief Ed Flynn told reporters as it became apparent the curfew was being respected.
Police had stopped Smith’s auto, leading to a chase on foot.
