Milwaukee leaders blame outsiders for violent clashes

“There is a curfew that will be more strictly enforced tonight for teenagers”, Barrett told a news conference.
It was the first night that officials imposed a 10 p.m. curfew for teens, out of concerns that gun violence would again mar protests. And 26 members of the Wisconsin State Patrol were brought in to help local law enforcement. The listed objectives of the probe included assessing efforts to recruit officers representative of the Milwaukee community, use of force practices, and how officers are trained in conducting traffic stops.

The weekend’s demonstrations and rioting were prompted by the police killing of a 23-year-old black man, identified by police as Sylville Smith, on Saturday. “We don’t want to rush their investigation, the law is important to have an independent review”.

Protests erupted on Saturday, when a crowd of about 200 turned violent following the shooting of Smith, who was in a auto with another individual when he was stopped by two police officers.
According to CNN, Barrett has said police body camera footage shows Smith holding a gun when officers encountered him. Flynn and Barrett have repeatedly stated that Smith refused to drop a loaded firearm he brandished at an officer.
That 2014 study by University of Wisconsin-Milwaukee professor Marc Levine also found almost half of residents lived below the poverty line, compared with 28 percent in the city overall. “But the challenges of this job are marriated and they are not simply challenges regarding your physical courage, which I assume you all got…this is an emotionally hazardous job”, said Chief Ed Flynn, Milwaukee PD.
Barrett also praised pastors and community group leaders who are engaged in trying to keep the peace, saying they are making the situation better.
“This is a very community-based neighborhood”, Olin said. But Milwaukee said late Sunday that the National Guard had not been deployed.
The 30-year-old reporter said people shouted things such as “white people suck” and targeted reporters violently. Several squad cars were damaged, and another vehicle was torched. Police say Smith was stopped on Saturday afternoon for behaving suspiciously and he then fled on foot between two homes.
Earlier on Sunday, Gov. Scott Walker activated the Wisconsin National Guard after a request from Milwaukee County Sheriff David Clarke. Multiple deputies have not yet returned to duty.

When police moved in and threatened arrests if the crowd did not disperse, some responded by bombarding the cops with rocks, concrete and debris.
Police say an 18-year-old Milwaukee man was shot and seriously injured during the unrest Sunday. The weekend shooting in Milwaukee was distinct in that the person killed was armed, according to the police account. Police didn’t say who shot the man but that they were looking for suspects. Seventeen people were arrested, and four officers were injured. There has been no update on his condition.

Smith’s younger sister, Sherelle Smith, 22, told the Journal Sentinel that her brother carried a gun because he was scared and needed to protect himself, not because he was violent. There was no repeat of the widespread destruction of property that marred Saturday night’s unrest. When asked about the monitoring of social media, Flynn said there is a lot of “speculative narratives” being used to motivate people to take to the streets.
