Russian Minister of Foreign Affairs Sergei Lavrov yesterday said there were no grounds to suggest Russia had violated the resolution, saying it was not supplying Iran with aircraft.
Russian Federation also gave advance notice to the U.S. -led coalition battling ISIL in Syria and Iraq, complying with the terms of a safety agreement meant to avoid an accidental clash in the skies, said U.S. Army Col. Christopher Garver, a Baghdad-based spokesman for the U.S. -led coalition.
“It is not our policy to give advice to the US State Department. However, it is hard to resist suggesting they test certain employees’ grasp of logic and the fundamental documents of global law”, Maj Gen Igor Konashenkov said in an acidly worded statement published on Facebook.
“The Russians did notify the coalition”, he said, adding that they “informed us they were coming through” airspace that could potentially put them in proximity of USA and coalition aircraft in Iraq or Syria. The first wave of air strikes took place on Tuesday.
The ministry said the strikes, by Tupolev-22M3 long-range bombers and Sukhoi-34 fighter bombers, were launched from the Hamadan airbase in western Iran. The bombing runs from a base near the Iranian city of Hamedan, 175 miles southwest of Tehran, may have been a reminder to the Obama administration that Moscow could be cozying up to Iran if Washington doesn’t come around.
This is, however, the first time Iran is cooperating with Russia in such capacity, acting as a springboard for the Russian air force to operate more efficiently in its war on terrorism. They also send a strong signal to Syria and Iran’s foes across the Middle East, particularly the Sunni Gulf States, as well as to the United States.
The two nations already are the strongest backers of Assad in the five-year war against US -backed militias, Arab-backed forces and Islamist militants. Until Tuesday, it flew its raids from southern Russian Federation and from a Syrian base controlled by Mr. Assad.
“We continue to pursue that”, he said.
“All parties to the conflict are failing to uphold their obligation to protect civilians”, he said.
The administration has spent almost $5.6 billion on humanitarian aid for Syrians since the civil war began. Washington supports “moderate” rebels.
The U.S. also has airlifted tons of weaponry to opposition groups in northern Syria.
Russian Federation said its bombers from Iran struck “Islamic State” targets in Deir al-Zour, an IS-controlled city in eastern Syria.
Mr. Phillips said the actions taken against Mr. Assad have proved to be “too little, too late”.
Russian Federation and Iran are longtime allies of Syrian President Bashar al-Assad.

Russian Federation uses an air base in Iran only to refuel its bomber aircraft, Alaeddin Boroujerdi, Chairman of the Iranian parliament’s Committee for Foreign Policy and National Security, told Tasnim news agency on Wednesday.
A video report posted on the group’s site showed rescue workers pulling bodies from wreckage along a heavily damaged street.

It is virtually unheard of in Iran’s recent history to allow a foreign power to use one of its bases to stage attacks.
