Neither the police department nor Regan would confirm that Heaggan was the officer involved in the shooting.

The officer, identified by the Milwaukee Journal Sentinel as 24-year-old Dominique Heaggan-Brown, has been an officer of the Milwaukee Police Department for three years.

She said: “If my brother did have his gun in his hand, why he didn’t shoot back? I don’t want anyone to be violent”.

Police agencies across the country offer similar programs as a way to recruit future officers and expose minorities to police work in hopes of increasing diversity. In 2014, police officials recognized Heaggan for helping a homeless woman. The officer describes a man walking up to Smith’s vehicle and having an exchange he believed to be a drug deal. “You knew exactly how my brother was and you shot and killed him”. Just two months before the video’s June 1 release date, Baltimore was rocked by riots stemming from the death of Freddie Gray while in police custody.

A man who answered a cellphone listed for Heaggan declined to comment when reached Tuesday by The Associated Press.

CNN issued an on-air apology on Wednesday morning for editing remarks made by the sister of a man shot dead by Milwaukee police in which she called for violence in “the suburbs”.

Heaggan-Brown and Smith grew up in the same neighborhood and attended the same high school.

Smith’s death sparked three nights of chaos as protesters marched near Sherman Park as police faced off with demonstrators amid sporadic gunfire and firefighters a spate of house and vehicle fires.

“There are so many discussions going on, on social media, especially on Facebook”, Gabler said, adding many of these posts are urging people to stop the threats.
