The man was wading from the beach to a pontoon boat about 20 feet offshore and fell underwater at about 2 p.m., the Coast Guard said.
People at the scene called 911 when they realized he never came back up.
The Coast Guard is conducting a search by air and sea, they have a ship from their Cape Charles station, and Helicopter from the Elizabeth City station, along with two VRMC vessels.
The Coast Guard said Timothy Akins was last seen Sunday wearing a yellow shirt and riding a blue and silver mountain bike. The Virginia Beach Fire Department and the Chesapeake Police Department are assisting as well.
The search will continue throughout the night and into the morning, according to Coast Guard officials.
