Germany suffered two Islamist attacks last month and a shooting onslaught by a disturbed teenager.

German authorities are set to introduce a new state defense plan that would make citizens stockpile food and water, enough to last for at least ten days, in the event of a major disaster or an armed attack, local media revealed.

According to a report from a German newspaper out Sunday, the Interior Ministry has come up with a “Concept for Civil Defence” that the German cabinet will discuss on Wednesday. Earlier in August, the German government announced a significant spending increase on police and security forces.

The civil defense strategy was originally commission by a parliamentary committee in 2012, but its release comes amid a raft of new security measures in the country. He declined to give any details on the content.

The article quoted the government document as saying that everyone will need a 10-day supply of food and five-days worth of water.

The strategy noted that “an attack on German territory requiring conventional defense is unlikely”, but said the country should be “sufficiently prepared in case of an existence-threatening development in the future that can not be ruled out”, according to the 69-page strategy quoted by the FAZ.

Germany’s Defence Minister said earlier this month the country lay in the “crosshairs of terrorism” and pressed for plans for the military to train more closely with police in preparing for potential large-scale militant attacks.

They also mention reliable alarm systems, better structural protection of buildings and more capacity in the health system, the paper said, as well as added support of the armed forces by civilians.
