Belgium’s Jolien d’Hoore is her nearest rival on 144 points, while Sarah Hammer of the United States was third on 140 ahead of the flying lap and concluding points race.
Kenny’s fiancee Laura Trott, who has four gold medals to her name after winning two at Rio, embraced him post race in an emotional fashion.
Trott finished second in the 500 metres time-trial on Tuesday morning, giving her two first-place finishes and two seconds from four disciplines and a total of 156 points.
James won the silver and Elis Ligtlee from the Netherland bagged the bronze medal.
