He surrendered before police around 10.15 p.m.at Vasant Kunj north police station in south Delhi, a senior police officer said.
The surrender took place hours after the woman had recorded her statement in front of a magistrate.
The woman, a first-year PhD student, had told police that Ratan offered her a spiked drink when she went to his hostel room on Saturday to copy a movie on her pen drive.
The accused AISA activist Anmol Ratan, a PhD scholar, is still absconding and has not joined the probe yet.
Ratan will be sent for medical examination and put under formal arrest, police said, adding he will be produced before Patiala House court tomorrow.
Ratan had sought an anticipatory bail on Tuesday, which was denied to him and hearing of the plea has been fixed on August 27. In a statement by AISA, Delhi Secretary of the student union said that Anmol had been expelled after the filing of a criminal case against him. “We stand by the complainant in her fight for justice”, reporter was informed in a statement.

Mr Ratan, 29, a prominent leader of the Left-affiliated All India Students’ Association or AISA, had been missing since Sunday, when the MPhil student filed a complaint with the police. In a statement, the students’ organisation said, “We will reflect on and deal with this issue with all the firmness it deserves”.
