Flush from the proceeds of a new £5.14bn domestic television rights deal, Premier League clubs broke through the one billion pounds barrier in one transfer window for the first time.
Luiz joins midfielder Nemanja Matic in re-signing after leaving the club.
PSG are reported to have paid £40m for him two years ago – £6m more than Chelsea have bid to re-sign him.
He vowed not to celebrate if he scored against his former club, but did so as PSG advanced on away goals at the expense of Chelsea in March 2015.
“I think David is a very good player”, Courtois told reporters. Incidentally, Matic was a part of the player-cum-cash deal when Luiz first signed for Chelsea from Benfica back in 2011.
British media reports put the transfer fee at around 32 million pounds ($42 million), about 20 million pounds less than Chelsea sold Luiz for in the 2014 summer transfer window.
Antonio Conte’s side made five signings in the transfer window with Michy Batshuayi, N’Golo Kante and Eduardo being the early arrivals at the club.
Meanwhile, Chelsea’s United States defender Matt Miazga has joined Vitesse Arnhem on loan until the end of the season.
Alonso’s is just beginning.
Another England worldwide, midfielder Wilshere, moved on loan to Bournemouth from Arsenal as he looks to get his career back on track after being plagued by injuries in recent seasons.
Chelsea winger Juan Cuadrado, 28, has rejoined Juventus on a three-year loan deal.
The former Bolton defender began his career at Real Madrid and has also had a spell on loan at Sunderland.
“Jack is a player that needs no introduction and one that, quite rightly, our supporters will be excited to see”, said Bournemouth chief executive Neill Blake”.
“It’s time for me to win some titles. I love this club so that is why I am here”, he said.

David Luiz has re-joined Chelsea on a £34m move last night and former Liverpool captain Jamie Redknapp has claimed he believes that Antonio Conte has been satisfied during this transfer market session following the arrival of the Brazil worldwide: “This will be sensational – he told SkySports News – The one you wouldn’t have expected”.
