EPL spending exceeds $1.5b in transfer window
Chelsea has agreed a fee with Paris Saint-Germain for the return of Brazil worldwide defender David Luiz, the Premier League club announced on Wednesday.

Luiz left the Blues back in 2014 for PSG, ending a three-year stint at Stamford Bridge, after the English club accepted a massive £50m offer from the French champions.
Chelsea have officially confirmed the re-signing of Brazilian defender David Luiz from PSG, subject to a medical and the agreement of personal terms.
Chelsea have ended their transfer business on a bright note having secured the services of Marcos Alonso and David Luiz from Fiorentina and Paris Saint-Germain respectively.
“We had a fantastic story during my first time at the club and I want to help the team and Antonio Conte achieve a lot of success”. A £23m fee was finalized for the transfer agreement.

According to ESPN FC, David Luiz was not the first choice for Chelsea to add to their central defensive side, with the club pursuing other stars such as Kalidou Koulibaly of the Italian club Napoli and Alessio Romagnoli of AC Milan.
He signed a five-year contract and is thought to have cost Spurs around £30mn (B1.36bn).
Analysts predict European spending will easily be the highest yet when the two-month transfer window closes, between 1600 GMT for the Bundesliga and 2200 GMT for the Premier League.
French journalist Julien Laurens launched a scathing assessment of Luiz’s time with the Parisian club, and labelled him not only a “liability” but also a “worse player” than he was when he left Chelsea.
Tottenham signed France Under-21 winger Georges-Kevin Nkoudou from Marseille for £11 million, landed Espanyol goalkeeper Pau Lopez on a season’s loan and let Cameroon forward Clinton Njie join Marseille on a season’s loan.
Everton consoled themselves with a loan deal for West Ham United’s Ecuadorean forward Enner Valencia.

Arsenal also released midfielder Serge Gnabry on a permanent transfer to Bundesliga club Werder Bremen.
