The memo sent to Colonel Bill Bryant was one sentence and stated, “Please accept this as my letter as resignation from the Arkansas State Police to be effective immediately”.

An Arkansas State Police captain with Troop H who was arrested earlier this week on a loitering charge resigned Friday (Sept. 2), according to ASP. If convicted, that count carries a maximum penalty of 30 days in jail and a fine of up to $500. Former Cpt. Davis was placed on administrative leave by the Arkansas State Police after being arrested on Wednesday, August 31.
A Fort Smith police report say Davis propositioned two detectives who were conducting a random check for sexual activity in the city’s parks.
According to the police report, the two detectives were driving around Riverfront Dr. and noticed a red truck sitting in a parking lot near the walking trail.
According to the report, Davis then approached the detectives and got into the detectives’ vehicle. The detectives also could tell that Davis was watching pornography on a computer in his pickup, the report said. They say the tail lights of Davis’ truck lit up, which is a common indicator of someone looking to loiter in the park.
When he got into the detectives’ vehicle, one of them showed him a badge and they arrested him, the report said.
Troop H covers Crawford, Franklin, Logan, Scott and Sebastian counties.

He joined state police as a law enforcement officer in 1990 and served in the department before that as a civilian.
