Russian President Vladimir Putin, left, shakes hands with U.S. President Barack Obama in Hangzhou in eastern China’s Zhejiang province, Monday, Sept. 5, 2016. But the more than two-year-old war has now killed more than 9,500 people as the sides trade blame for violating the truce. He says the USA will take the time needed to ensure the agreement has the best chance for success. Washington has imposed import duties of up to 500 percent on Chinese steel to offset what regulators say are improper subsidies.

The G-20 meeting “must urgently find a solution” to excess steel production, said Jean-Claude Juncker.

Philippine President Rodrigo Duterte said the Philippine coast guard had observed Chinese barges at Scarborough Shoal, a tiny reef China seized from the Philippines in 2012.

“Meanwhile, our research shows that the G20 will actually become beneficiaries of a quicker transition from a brown economy [referring to carbon-intensive growth] to a green one, by owning most of the green and low-carbon technology that is key to addressing global warming”, Jiang said.

The creation of the global steel forum could help to ease strains between Beijing and its trading partners, said economist Rajiv Biswas of IHS.

Obama and Duterte were set to meeting in Laos this week, where Obama is traveling next to attend a meeting of Southeast Asian leaders. “You can not be slapped everyday with those kinds of words”, Duterte said.

The global steel industry is assailed by huge oversupply with Chinese demand plummeting as its economic growth has slowed. “We must all work together to spur economic growth, to boost free trade and build a fairer economy that truly works for all”. He noted that talks on Obama’s TPP initiative for Asia-Pacific governments and a U.S.

“The G20 has proven that it can be nimble and take action on economic issues, so we’re looking to these countries to do the same for the climate”, said Alvaro Umana, the former environment and energy minister of Costa Rica who is co-chair of Climate Transparency.

The summit was frequently overshadowed by other concerns and got off to a rocky start Saturday when there was no staircase at the airport for Obama to exit his plane.

Obama, who had just come from a 90-minute session with Putin on the sidelines of the summit, also pointedly noted, “We’ve had problems with cyber intrusions from Russian Federation and other countries in the past”.

Overwhelming security characterized the gathering throughout, with Hangzhou, a city of 2.5 million, brought to a standstill to facilitate the event.

On Monday, North Korea added to the drama by firing three ballistic missiles off its east coast.

Responding to potential USA concerns over the Turkish response, Obama said, “No doubt what is true is that they’ve gone through a political and civil natural disaster in their country, and they’ve got to rebuild, and how they rebuild is going to be important”.

“This Summit has also witnessed major steps forward on climate change”, Mr. Ban said, commending the leaders of China and the United States for officially joining the Paris climate accord by depositing their legal documents with him yesterday. It was the first time Xi had raised the issue directly with Park.

While Seoul and Washington say the system is intended exclusively to defend against North Korea’s missile threat, Beijing says it will allow the US military to peer deeply into northeastern China.
