Hours after the collapse, five people remained trapped in the debris, said the Israel Defense Forces, which are leading the rescue effort.

More than 20 people were injured after the almost finished underground parking lot crumbled Monday in Ramat Hahayil, a business district where several hi-tech firms have opened their offices in the last few years.

According to witnesses, a construction crane on a building site fell onto the building, causing its first storey to cave in.

Mizrahi said the search-and-rescue operation could go on for days.

Police reported 28 people have been killed on construction sites since the beginning of 2016.

The incident occurred at a construction site in Ramat Hahayal, a commercial area in northern Tel Aviv.

Earlier in the day, Col. Golan Vach, a commander in the unit, said seven people were believed to be trapped in the rubble at several different locations.

At present, the death toll remains at three and a total of 17 people were injured and four remain missing.
