Delhi Police informed the court that the woman complainant approached Mr Kumar around 8-10 months back for providing her a ration card, whereupon the minister asked her to visit him at his office-cum-residence in Sultanpuri.

“As of now, we have detained him for questioning from the Delhi Secretariat”, said Deputy Commissioner of Police (DCP) (Outer) Vikramjeet Singh.

Sandeep Kumar’s personal secretary is the one who has been held responsible for the sex CD leak and was detained by the police on Monday.

Taking advantage of the woman’s drowsiness Mr Kumar committed “sexual assault” on her, Delhi Police said.

She alleged in her complaint that the CD was made after Kumar became a minister.

The AAP on Wednesday sacked former Social Welfare and Women and Child Development Minister Sandeep Kumar after a video emerged showing him in an “objectionable position” with a woman.

AAP spokesperson Ashutosh partly defended Kumar, saying the video showed consensual sex between adults but said a public figure can not enjoy “many discretions” unlike an ordinary citizen.

According to the complainant, he allegedly offered her cold drink, which was spiked with sedatives. He was also suspended from Aam Aadmi Party (AAP) after the scandal came to light. “I am the Dalit face of the party and rivals couldn’t see me succeed, so they hatched a conspiracy to target me”, he said, adding, “Nobody knows how old the video is”, he added. “Strongest exemplary punishment should be given to Sandeep”.

The NCW has summoned Ashutosh for his controversial blog in which he had defended Kumar over an “objectionable” CD, saying it was a “consensual” act and that he had done no wrong.
