OH explains why they have licensed CM Punk
Under normal circumstances, that would disqualify CM Punk, who is scheduled to make his pro debut on the UFC 203 pay-per-view (PPV) main card this Saturday night (Sept. 10, 2016) in Cleveland. They may appeal to the executive director or OH athletic commission to have this waived.

The episode features more footage of Punk training at Roufusport ahead of the fight, along with Fabricio Werdum and Travis Browne getting in some non-MMA activities. However, Punk has not had an amateur fight, but the Ohio Athletic Commission gave him a waiver to fight, along with a pretty odd reason behind their decision.
UFC 203 is just a few days away, and as a result, the first “Embedded” episode for Saturday’s card has gone up. After three events and a winning record they may apply to the executive director or commission to be able to compete in all levels of amateur or professional competition.
Punk has no MMA, collegiate wrestling or kickboxing experience.
This makes little sense as Lesnar had some technical wrestling background as he was a national wrestling champion at Minnesota before he began working at WWE. “There was also confidence in the matchmaker from the UFC and the past bouts he has submitted in previous UFC events in OH”.
This reasoning is also somewhat troubling because states are supposed to look out for fighter’s safety.
Mickey Gall will be Punk’s opponent at the event.

UFC 203 will feature OH native Stipe Miocic defending his UFC Heavyweight Championship against Alistair Overeem.
