There were seven gas cylinders inside the vehicle, with one empty cylinder in the front passenger seat, the official said.
Police arrested two men after making the discovery on Saturday night, with officials saying the vehicle had no registration plates.
Inside were at least six gas cylinders – although the tanks are not thought to have been connected to ant detonator – and a book in Arabic writing.
There are reports in France that two people have been arrested.
The owner, who was suspected of religious radicalisation, is now in custody, officials added.
Anti-terror police and the French General Directorate for Internal Security (DGSI) have launched an investigation.
In July, 86 people were killed when a truck ploughed into a Bastille Day crowd in the southern resort of Nice with ISIS saying it was driven by one of its followers.
