United States offers help in Davao blast probe
After the bombing, Duterte declared “a state of lawlessness”, giving the military and police additional powers to conduct law enforcement operations, including auto searches and frisking at checkpoints.

Philippine President Rodrigo Duterte declared a nationwide “state of lawlessness” Saturday after the blast in his hometown, where he was the longtime mayor.
“But such declaration should not lead to the suppression of civil liberties, even though there is a tendency for the government to do so as evidenced by the arrest of professor Randy David in February 24, 2006, following President Gloria Macapagal-Arroyo’s issuance of Presidential Proclamation No. 1017 as implemented by General Order No. 5 declaring a state of national emergency”, said Roque in a statement. There is no declaration of martial law.
Pimentel explained that the proclamation “is actually directed to the Armed Forces of the Philippines”, which is put on notice “that their commander-in-chief is going to tap them, their services, facilities, energy, time, in order to prevent or suppress lawless violence. It’s simply a call to the military and the police to help out”, he told reporters. He warned of more attacks in coming days.

IT WAS neither a “state of lawlessness” nor a “state of lawless violence” as earlier announced, but a “state of national emergency on account of lawless violence”.
“It is a reactive declaration confronting lawless situations which does not confer any extraordinary emergency powers to the President”, he said.
“They are doing this to sympathize (with) our group and we are sending a message to President Rodrigo Duterte that all the Daulat throughout the country is not afraid of him”, he said.
Philippine police insist they are killing only in self defence.
