US, Russia Agree To Plan To Restart Syrian Cease-Fire, Peace Talks

He said the deal would include steps that would stop the Syrian regime from flying combat missions where opposition forces are operating.

After talks with Russian Foreign Minister Sergei Lavrov in Geneva, US Secretary of State John Kerry held out the prospect of a significant reduction in violence.

The spokesman added that if Moscow fails to keep the commitments under Friday’s deal, a potential military cooperation between the US and Russian Federation would not occur.

Also Monday, the United States and Russian Federation will begin preparations for the creation of a Joint Implementation Center that will involve information sharing needed to define areas controlled by the radical Nusra Front and opposition groups in areas “of active hostilities”.

“We have agreed on the areas where such co-ordinated strikes would be taking place, and in those areas, on neutral agreement shared by the Syrian government as well, only the Russian and United States air force will be functional”, he said.

Under the plan Mr. Kerry put forward in July, the US and Russian Federation would share information and coordinate air attacks against the Syria Conquest Front, which was formerly known as the Nusra Front and was linked to al Qaeda.

Kerry said that the opposition is also prepared to comply with the plan as long as Assad’s government “shows it is serious”.

Jabhat Fatah al-Sham, one of the most powerful factions in Syria, is part of the Fatah Army coalition that played an instrumental role in the fighting against Assad’s forces over the past year in northern Syria.

“We must go after these terrorists”, said Kerry.

Ahead of Sunday’s 15th anniversary of the September 11 attacks, the State Department is reminding US citizens about threats around the world and urging Americans to be vigilant about their personal security.

Syria’s conflict that is now in its sixth year has been ongoing despite several rounds of peace talks and global attempts to try end the conflict that killed a least a quarter million people and displaced half the country’s prewar population.

“The Syrian opposition high negotiations committee set out in London this week a clear and detailed plan for securing that transition; the Assad regime must now respond with convincing ideas of its own, not bombing, shelling and sieges”.

The agreement also involves pullbacks from both sides in a major road in the war-torn city of Aleppo and the creation of a demilitarized zone, and unhindered humanitarian access.

“We believe the plan, if implemented, if followed, has the ability to provide a turning point, a change”, he said. Russia’s support for Assad, he said, “has made the situation in Syria more unsafe, more prolonged and more violent”.

The Geneva negotiating session lasted more than 13 hours and capped a flurry of meetings between the two diplomats in recent days. -Russian counterterrorism alliance, only a year after Obama chastised Putin for a military intervention that US officials said was mainly created to keep Assad in power and target more moderate anti-Assad forces.

In February, after almost five years of conflict, the U.S. and Russian Federation brokered a nationwide ceasefire in Syria.
