US, France, Britain urge new United Nations sanctions on North Korea
They raise the likelihood that Japan and South Korea may seek their own nuclear deterrent, even as tensions with China rise over plans to install missile defenses in the region. The country began developing its nuclear weapons program in the late 1980s, and its first test was in 2006.

While China says it is fully committed to enforcing the sanctions, it has also made clear it does not think ordinary North Koreans should be made to suffer, and has long anxious that totally cutting off Pyongyang would lead to the country’s collapse, sending waves of refugees its way.
Despite a number of failed missile tests this year, North Korea’s nuclear ambitions have barely been mentioned in this year’s US presidential race.

North Korea has violated five United Nations nuclear sanctions, including trade and banking restrictions, which have been imposed on the country since it detonated its first nuclear device in 2006.
North Koreans are clearly on a unsafe path towards creating a missile and nuclear potential that, they might think, can provide them immunity from retaliation for comparatively minor provocations (such as in the area of the Northern limitation lime in the Yellow sea).
The secretary-general said the change in US administration after the November election may also lead to change in how the new president addresses the Korean issue.
