The All Party Delegation (APD) that visited Jammu and Kashmir today pitched for dialogue with all stakeholders which the government reciprocated by saying it was prepared for discussions with all but made no reference to separatists Hurriyat Conference.
On Sunday, a small group from the all-party delegation, which tried to meet and speak to separatists at their homes and in prisons, found out just how cold they were as much of the Valley remains under curfew.
The Union minister said on Monday that “what the separatists did was neither Kashmiriyat, insaniyat (humanity) and they don’t even believe in jamhooriyat (democracy)”.
Singh evaded a direct reply to a question about BJP support or otherwise to the move by Chief Minister Mehbooba Mufti to write to the separatists urging them to engage with the delegation for resolution of Kashmir issue.
“That has been our consistent stand and has been spelled out recently as well in our letters to various worldwide and global fora”, the statement said.
“As far as talks are concerned, our doors to everyone who wants peace and normalcy”. Nothing concrete will happen until or unless India talks to Pakistan on Kashmir. The meeting called by Rajnath is expected to discuss a road map since the unrest in the Valley shows little signs of dissipating. The reason why a follow-up meeting is “required is because we never had the time, chance or scope to exchange our views there”, CPI leader D Raja said. We talked about the Kashmir issue.
Chief minister Mehbooba Mufti letter to separatist leaders requesting them to meet the delegation simply cut no ice. Union Home Secretary Rajiv Mehrishi was also present during the meeting. The delegation concluded its visit on Monday with no breakthrough as the Hurriyat leaders refused to interact with the representatives.
The central government has chose to take a hardline posture vis-a-vis separatist leaders in Jammu and Kashmir and may soon order scaling down of their official security as well as other steps, said informal sources here on Tuesday.
Miffed with the separatist leaders’ refusal to hold talks, the Centre had indicated that it would toughen its stand against them.
The Minister said during his last visit concerns were raised about the use of pellet guns for which non-lethal replacement shells PAVA have been recommended. He noted that the delegation had held meetings with a variety of students, intellectuals, state officials and other members of society. “And, despite announcing employment schemes there has been no implementation at all, so announce some avenues to provide employment for Kashmiri youth”, said Yechury.

The delegation had come here to cool the volatile situation arising out of violent protests that have gripped the Valley since the killing of Hizbul militant Burhan Wani on July 8.
