The United States and Russian Federation announced a deal that foresees a nationwide cease-fire starting on Monday, followed a week later by an unexpected new military partnership targeting Islamic State and al-Qaida militants as well as the establishment of new limits on Assad’s forces.

“The fighting is flaring on all the fronts of southern Aleppo”, said Captain Abdul Salam Abdul Razak, a rebel spokesman of the Nour al-Din al Zinki Brigades, which form part of the Free Syrian Army (FSA).

Rebel factions say they are still deliberating the agreement, which permits government forces to strike al-Qaida-linked militants for seven days before the US and Russian Federation would take over the task.

On the ground, residents were split on whether a truce could hold, saying they were exhausted after several rounds of failed ceasefires, most recently in February. The Syrian government had no immediate comment, though both Kerry and Lavrov said Russian Federation had consulted Damascus and that Assad had given his assent.

Several attempts at peace negotiations have faltered since Syria’s war erupted, with talks earlier this year in Geneva fizzling out after the opposition walked away in protest at the humanitarian situation.

The Saturday report says that hostilities will stop in the northern city of Aleppo, the country’s largest, for “humanitarian reasons”.

The toll included 13 women and 13 children, it said.

More air strikes hit Aleppo and Idlib province on Sunday after scores of people were killed in aerial bombardment on Saturday. The LCC said the airstrikes were carried out by Russian warplanes, adding that they left a number of civilians dead or wounded. The video appeared genuine and corresponded to other Associated Press reporting of the events. “The shelling goes on night and day, there are targeted killings, besieged cities”, said Abu Abdullah, who lives in Aleppo’s rebel-held east.

The agreement comes at a time when Assad is in a much stronger position than where he was a few months ago.
