Officers responded to the scene just before 6 p.m. Investigators believe the victim’s auto was parked in the breakdown lane when it was struck by the suspect’s vehicle.
The victim was identified as Geoffrey Stevens, 45, of Newburyport.
According to police, a 2002 Saturn SL2 was in the breakdown lane when it was struck by a 2008 Chevrolet Impala. Armstrong’s can continued north on the highway and drove off the right side of the road and ended up in trees.
He was taken to the hospital, where he was pronounced dead.
Armstrong and a 22-year-old passenger in the Impala were uninjured, police said.
Armstrong has been arrested and charged with multiple alleged violations including Motor Vehicle Homicide/OUI Liquor by Negligent Operation, and Speeding.
