Kim, the USA envoy, said there was no need to reintroduce nuclear weapons in South Korea.

The American diplomat also reiterated USA resolve to defend South Korea and other allies with its defense capabilities.

“A lot of North Korean military commanders find USA bombers especially threatening, given the destruction here in Pyongyang during the Korean War, when much of the city was flattened”, Ripley said.

China must help the worldwide community close loopholes in sanctions on North Korea after an “unprecedented” series of provocations by Pyongyang this year, a top United States envoy said on Tuesday.

The sheer scale of the disaster has led the North Korean government to ask for help.

The North Korean threat is likely to expand into full-blown nuclear-weapons capability early in the term of the next president.

As for China, despite its strong words of condemnation for North Korea’s nuclear program, it remains lenient with Pyongyang in practice.

“North Korea is claiming that it will carry out more provocations, and that could lead to danger of war on the Korean Peninsula or take various forms such as terrorist attacks and local provocations”.

The storm’s aftermath forced the power-hungry country to ask for water, medicine and food – anything to help the estimated 150,000 people impacted by Typhoon Lionrock, all while facing worldwide backlash for unleashing its fifth and most powerful nuclear test yet Friday.

Aid agencies have warned that North Korea is facing a humanitarian disaster after tens of thousands of people were displaced by flooding.

North Korea is ready to conduct another nuclear test any time, the Defense Ministry here said Monday.

The South Korean opposition leaders joined Park in condemning the North Korean nuclear test, but they accused her of using the North Korean threat to suppress dissent at home.

In his statement, the United States general also mentioned the deployment to South Korea of the Terminal High Altitude Area Defense system (THAAD), which is created to shoot down short, medium and intermediate ballistic missiles, just the type of weapons North Korea claims it has.

Then again, past hopes of China restraining North Korea’s nuclear ambitions have all come to naught.

Beijing has opposed the system, saying that its powerful radar would be used to track China’s missiles.

“Assessment by South Korean and USA intelligence is that the North is ready for an additional nuclear test in the Punggye-ri area whenever it wants”, Defense Ministry spokesman Moon Sang-gyun told reporters. “We are closely watching for any moves indicating another test”, an unnamed South Korean official told Yonhap Monday.

Meantime, leading Chinese observers are pressing forward the idea of resuming the long-stalled 6-party denuclearization talks as a way to dial-back tensions on the Korean Peninsula.

At the Chinese foreign affairs ministry’s regular press conference on Monday, spokesperson Hua Chunying said U.S. Defense Secretary Ash Carter was being “unnecessarily modest” for thrusting the responsibility of handling Pyongyang exclusively on China.
