The NHC started issuing advisories on tropical depression 12 this morning as the system finally developed a closed center of circulation.
The amount of anticipated rainfall had forecasters warning of the potential for flash flooding, particularly in Georgia and SC, according to the advisory.
Tropical-storm-force winds extend outward up to 80 miles (130 km) primarily over water to the northeast of the center.
The National Hurricane Center in Miami said some areas could get up to 6 inches of rain through Friday.
The Weather Service said 3-6 inches of rain is possible for coastal areas of Northeast Florida and Georgia.

Julia is moving at about 6 miles per hour (9 kph), and forecasters say it will meander near northern Georgia and southern SC coastlines into Friday.
A tropical storm warning is in effect for Fernandina Beach, FL, to Altamaha Sound, GA. Then, some weakening could occur.
Late Tuesday night, Tropical Storm Julia formed in the northeast corner of Florida and has been moving north close to Georgia’s Atlantic coast. With the ground still saturated from Hermine less than a week ago, some areas of flooding may develop in times of heavy rain. It will likely weaken into a tropical depression Wednesday as it slowly moves over south Georgia.
The storm had winds of 35 miles per hour, and the hurricane center said it could strengthen and become a tropical storm by nightfall.
“Winds of this strength could bring down small trees and produce sporadic power outages across coastal areas”, Root said.

It is the first tropical cyclone on record to be named over land in Florida, according to hurricane researcher Phil Klotzbach, and the 10th named storm of the year.
