The Observatory said on Thursday (AEST) that it “did not register any death of a civilian, rebel fighter, regime soldier or their allies in the areas where the cease-fire was being implemented in the past 48 hours”.

Two convoys of aid which crossed the Turkish border into Syria were waiting in no-man’s land for permission to travel onwards towards Aleppo on Wednesday, as disagreements between warring sides delayed aid deliveries on the third day of a ceasefire.

Russia, which brokered the truce with the United States, called for it to be extended for another two days, in a statement only hours before the initial ceasefire runs out at sundown.

Swanson said it was unlikely the situation would be resolved within the coming hours. The five-year-long civil war in Syria has left more than 400,000 people dead and more than 11 million people displaced.

The Syrian state news agency SANA, quoting the foreign ministry, said: “Commenting on the Turkish regime’s statements highlighting its intention to send materials disguised as humanitarian aid to Aleppo city, the Syrian Arab Republic announces its rejection to allow such materials to enter no matter who provides them, including the Turkish regime in particular, without coordination with the Syrian government and the United Nations”.

Lavrov said Moscow “has nothing to hide” and wants the U.N. Security Council to formally approve the Syria truce deal as well.

Russian Federation is in favor of extending by 48 hours the cease-fire that went into effect on Monday between the fighting forces in Syria.

He said the cease-fire appeared to be holding despite numerous breaches. Annan was the United Nations first special envoy for Syria, lasting six months before resigning in August 2012 after failing to secure sufficient backing for a peace deal.

The convoys, each of around 20 trucks carrying mostly food and flour, set off from the Turkish border town of Cilvegozu, 40 km (25 miles) west of Aleppo, on Tuesday but made it little further than the Turkish customs post on the Syrian border.

For his part, Staffan de Mistura, the United Nations special envoy for Syria, has said he hopes the trucks would be able to move very soon.

Russian Federation said it had recorded 60 rebel violations of the ceasefire, while the opposition said they had recorded 28 serious violations by government troops on Tuesday.

The Syrian military is ready to pull out of a key Aleppo highway – Castello Road – to allow safe passage of humanitarian aid into the city, according to Vladimir Savchenko of the Russian Center for Reconciliation in Syria, Russian state news agency Tass reported.

Russian Federation said it had targeted militants in Palmyra on Tuesday, in the first such strikes during the truce.

Militants have shelled residential areas and positions of the Syrian Army in Aleppo, according to Moscow.

Rami Abdurrahman from the Britain-based Syrian Observatory for Human Rights says “calm is prevailing” in most of the country on Tuesday, though there were minor violations in central Hama province.
