Pedro has been available all summer for £23million (€30million) after a verbal agreement with the Nou Camp club on signing his latest contract.
Claims have also been made that United vice-executive chairman Ed Woodward is currently in Barcelona and is in the process to strike a deal of around £21.3million with Barcelona over Pedro.
Pedro made 50 appearances last season and has won the Champions League three times, including scoring a goal in the 2011 final against United.
But they beat Sevilla 5-4 after extra time to clinch the UEFA Super Cup on 11 August.
Officials from Chelsea flew into Barcelona yesterday to meet with officials of FC Barcelona according to the guardian in an attempt to hash out a deal for the set to depart Pedro.
English Premier League club Manchester United has been reportedly interested in signing the 28-year-old.
Barca head-mentor Luis Enrique was hesitant to leave Pedro, the main deterrent in the star forward’s choice to make a move to Old Trafford.
Reports suggest that Pedro is close to a move to Manchester United, but Enrique is just willing the transfer window to shut so he knows who he can count on this season.
Manchester United have been on the lookout for an attacking forward to replace Paris-defector Angel di Maria and had settled in on moving for Pedro with the Spaniard himself acknowledging the interest by saying, “Manchester?”
Balague said: “United do not want to pay what Barcelona want because Van Gaal decided, despite contact with the player, that he was now not needed”.
