Under the deal, the United States and Russian Federation are aiming for reduced violence over seven consecutive days before they move to the next stage of coordinating military strikes against Nusra Front and Islamic State militants, which are not party to the truce.
Russian military officials claim USA -backed rebel groups have violated the cease-fire since it went into effect almost two dozen times on the Castello road, a key route into insurgent-held parts of Aleppo.
He said it was “crucially important” that the necessary security arrangements be made so that the trucks can be allowed to cross the lines.
Russian Lt. Gen. Victor Poznikhir said rebels had violated the truce 60 times since it came into force sunset Monday.
The UN says it has to wait for Damascus to issue letters authorising aid deliveries.
He said that aid for rebel-held eastern Aleppo is a top priority.
The Syrian Observatory for Human Rights, which monitors the war through contacts on the ground, said it had recorded no deaths during the first 48 hours of the ceasefire, which came into effect on Monday night, although six civilians had died in Syrian strikes on hardline Islamists excluded from the truce.
He said he had been in touch with the Russian government, urging them to exercise influence on the Syrian government to let the trucks in, and with the Americans to get Syrian armed groups to cooperate.
The ceasefire does not include the insurgent groups Nusra Front, which has renamed itself Jabhat Fateh al-Sham, and Islamic State.
If the week-long cessation holds and aid is distributed to besieged areas, the two powers intend to coordinate strikes against the Islamic State and a rebel group that has had ties to al-Qaida.
The aid arrived Wednesday, the third day of the Muslim Eid al-Adha holiday.
Aid convoys moved into the Turkish border town of Cilvegozu, waiting authorization from the Syrian government to enter the country and deliver supplies to eastern Aleppo.
On Wednesday, both Moscow and Washington spoke positively about the deal, with the Kremlin saying it raised hopes for a peaceful solution to the crisis and Kerry arguing it was a “last chance” to keep Syria together.
September 2013: Kerry and Lavrov negotiate a deal to strip the Syrian government of its chemical weapons in return for the U.S. backing away from air strikes.
More than 4.8 million people have fled overseas, and an estimated 6.5 million others have been displaced within the country, the United Nations says.
Russian Federation is not part of the US -led coalition targeting Islamic State militants in Iraq and Syria, and the USA doesn’t have a history of sharing information with Moscow. “The truce is holding”. While the statement did not explicitly back the ceasefire, rebel sources cited by Reuters news agency said the groups were abiding by it.

The convoy of aid was supposed to head towards the city on Wednesday, but Ban said the security arrangements were still not in place despite the truce. And the US -led coalition can continue attacks on Islamic State militants.
