Japan, U.S. seek “strongest possible” measures against N. Korea

Following North Korea’s fifth nuclear test, South Korea’s Defense Ministry said Monday that Kim Jong Un’s regime is ready to conduct another nuclear test any time.
A USA special envoy met with Japanese officials on Sunday and said afterwards the United States may add to existing sanctions against North Korea, Reuters reported.
The plan is to carry out pre-emptive strikes against North Korean leader Kim Jong-un and the country’s military leadership if any signs of an imminent use of nuclear weapons is detected or in case of a war, the official explained.
South Korea’s Yonhap news agency quoted an unidentified government official earlier on Monday saying Pyongyang had completed preparations for another nuclear test in its previously unused third tunnel at the Punggye-ri site in the north-east.

Russian Foreign Minister Sergei Lavrov said on Saturday called for a “creative” response.
“North Korea continues to present growing threats to the region, to our allies and to ourselves”.
But refusing to be intimidated, North Korea’s ruling party’s newspaper Rodong Sinmun hit back, saying: “Gone are the days, never to return, when the U.S. could make nuclear blackmail against the DPRK”.
The North has yet to demonstrate that it had deployed nuclear-capable missiles, despite claims to have mastered the technology to miniaturize a nuclear warhead to mount it on ballistic missiles.
The UN Security Council agreed Friday to start work on new punitive measures – even though five sets of UN sanctions since the first nuclear test have failed to halt the North’s nuclear drive.
The report boasted that North Korea will continue to strengthen its nuclear arsenal despite backlash from the global community, and dismissed the Obama administration.
It said the United States was “the root cause” of the issue. There were plenty of opportunities in the past when North Korean leadership expressed its willingness to talk to the world on its nuclear programme subject to lifting of sanctions and provision of necessary economic assistance.

“Our nuclear scientists staged a nuclear explosion test on a newly developed nuclear warhead at the country’s northern nuclear test site”, a TV presenter said.
