In the Syrian capital, Damascus, rare clashes erupted between government forces and an insurgent group, marking some of the most serious clashes in the area in weeks. It said three shells were also fired at the government-held southern village of Hadar. Another child died of wounds sustained from a sniper fire in al-Masharfeh, a government-held neighborhood in Aleppo city.

Under the deal, the main route into Aleppo, the Castello Road, would be demilitarised and aid convoys would enter from Turkey. Russian Federation intervened with its air force on the side of Syrian President Bashar Assad’s government previous year, turning the tide of the war in his favor. The U.N. estimates about a quarter million people are trapped inside.

A respite in hostilities will also allow time for humanitarian aid to be delivered to the besieged city of Aleppo and areas in the Idlib Province.

It is not uncommon for the Coalition Air Operations Center to confer with Russian officials as a professional courtesy and to deconflict Coalition and Russian aircraft, although such contact is not required by the current U.S. – Russia Memorandum of Understanding on safety of flight. But he says there’s been less success implementing the part of the agreement that is meant to facilitate the delivery humanitarian assistance.

Part of the agreement between the two Cold War adversaries would be the creation of a “Joint Implementation Centre” to share targeting information for airstrikes should the truce hold until 19 September.

The United Nations says as many as 275,000 people have been cut off from assistance there since early July.

Moscow wants the U.N. Security Council to endorse the agreement when it meets next Wednesday, according to Ambassador Vitaly Churkin.

He says that under the deal, opposition units were supposed to move away in lockstep but have failed to do so.

The U.S. military did not immediately respond to requests for comment.

“We have reached the terrifying conclusion that the U.S.is conniving with Daesh”, said the Russian foreign ministry.

Gatilov’s remarks were reported on Thursday by the Interfax news agency.

The U.S. military will have to shift surveillance aircraft from other regions and increase the number of intelligence analysts to coordinate attacks with Russian Federation under the Syria cease-fire deal partly in order to target militants the U.S. has largely spared, senior officials say.

Several previous negotiated cease-fires and efforts to hold the peace talks have stalled.

The Britain-based Syrian Observatory for Human Rights said the fighting between government troops and rebels is concentrated in the neighborhood of Jobar, next to Qaboun where rebels have had a presence for years. It wasn’t known who carried out the attack. The government controls the air base and parts of Deir el-Zour city, while IS controls the entire province by the same name. IS is not included in the U.S. -Russia-brokered truce that went into effect this week.

The US military says it is investigating a coalition air strike which Russian Federation says killed dozens of Syrian soldiers.

Under the deal, if the cease-fire holds for seven days and humanitarian deliveries are allowed into areas besieged by the Syrian army, the USA and Russian Federation would set up a so-called Joint Implementation Center to focus on the militants and share basic targeting data.

He specified that such “facilitation letters”, or permits, from the Syrian government are only needed for aid deliveries within Syria not aid from other countries.

It says Thursday that government forces will not start pulling out until the rebels begin to do the same.
