“The initial indication is this was an intentional act”, he added.
Officer Christopher Pisano said residents of the area were advised to avoid staying near windows facing the street as a precaution before the device was safely moved to a police firing range for further investigation.
Clinton, however, appeared to lump the NY explosion with a bombing that happened earlier in the day in New Jersey.
Police said they were investigating a possible secondary device four blocks away from the scene of the explosion, on 27th Street.
A second device was discovered blocks away, removed by a bomb squad robot and is being examined at a police facility.

Donald Trump was taken to task by the media late Saturday after commenting on what he described as “a bomb going off in NY”, even though rival Hillary Clinton also referred to the incident in question as a “bombing”.
‘We will find who planted these explosives and they will be punished. “No arrests were made”, he added. Mayor Bill de Blasio ruled out any terror connections, but called the blast an “intentional act”.
“I was telling (the victims) it was minor, but it was major”, he said.
NY experienced what is now confirmed as a terrorist attack on Saturday. “We have to let this investigation unfold”, she said.
De Blasio also denied that there is evidence linking the detonation of a bomb on 6th Avenue with an explosion reported a few hours earlier in New Jersey, and discarded alleged terrorist motives in both cases.
“There is no specific and credible threat against New York City at this point in time from any terror organisation”.
The two incidents happened just one day after four USA police officers and four civilians were shot in separate incidents in Philadelphia, Pennsylvania and Fort Worth, Texas, authorities said.
Authorities say there was no structural damage from the blast.

The explosion came hours after a pipe bomb exploded in Seaside Park, N. J., shortly before thousands of runners participated in a charity 5K race to benefit Marines and sailors.
A surveillance video that emerged Sunday of the explosion shows people strolling down West 23rd Street, some with shopping bags, and cars stopped at a red light.
