Meanwhile, Union County police say the FBI is investigating an incident that has halted NJ Transit trains between Elizabeth and the Newark airport in New Jersey.
Officials haven’t revealed any details about the makeup of the pressure-cooker device, except to say it had wires and a cellphone attached to it.
The official said the device was found inside a plastic bag on West 27th Street.
She wouldn’t provide further details, but a government official and a law enforcement official who were briefed on the investigation said five people in the vehicle were being questioned at an FBI building in lower Manhattan.
Police have not identified the man, as they are seeking to figure out who he is since he appears in videos from both locations. He also has not been characterized as a person of interest. City officials said police located the explosive device in the street next to a trash bin.

Earlier Sunday, Gov. Andrew Cuomo said the bombing didn’t appear to have any link to global terrorism.
Cuomo said evidence has been sent to Federal Bureau of Investigation headquarters in Quantico, Virginia, for examination.

Chelsea resident Michelle Leifer was walking her dog in Madison Square Park when she “heard a loud boom and felt rumbling”, she tld ABC News. The device was taken to Rodman’s Neck facility in the Bronx where it can undergo a controlled explosion, if need be.
