Caldwell reported from Washington.

Mayor Bill de Blasio, center, and NYPD Chief of Department James O’Neill, left, react during a press conference near the scene of an explosion on West 23rd street in Manhattan’s Chelsea neighborhood, in New York, Saturday, Sept. 17, 2016.
A second device, fashioned from a pressure cooker, was discovered near the scene.
Without knowing the motivations behind the explosion it’s premature to label the blast a terror attack, “unless you want to define terrorism as any violent act in an urban area”, she said. Officials said they did not know of any motive – political or social – but were hoping that clues from surveillance videos, eyewitnesses and the bomb itself would provide critical clues. New Jersey law enforcement would not say if a pipe bomb that exploded at a seaside community was terror-related. There was no evidence to connect them to the New Jersey blast, said the source, who spoke on condition of anonymity. The news from New York City rippled across the campaign trail Sunday with both presidential candidates commenting on the bombing. At least in the Minnesota case, an ISIS affiliate has claimed responsibility for the brutal attack.
He said New Yorkers will notice an increase in police presence across the city, especially with the United Nations General Assembly taking place in the city this week.
U.N. Spokesman Stephane Dujarric said Sunday that security inside the complex “is being assessed on a constant basis”.
“Outside of the gates, we are in the hands of the host country, at the federal and local levels”, he said.
The New York City explosion startled residents, and could be heard and felt blocks away.
The FBI is aware of the posting, and is working to determine its authenticity, the Associated Press is reporting.
Technicians in Quantico, Virginia, were examining evidence from the Manhattan bombing, described by witnesses as a deafening blast that shattered storefront windows and injured bystanders with shrapnel in the mostly residential neighborhood on the city’s west side. Shortly after the blast, investigators found a suspicious device a few blocks away, placing much of the city on edge. A robot removed the device safely.
NY police, the FBI and the US Bureau of Alcohol, Tobacco, Firearms and Explosives converged on the site for their first daylight view of the site of the explosion, cordoning it off and placing dozens of evidence markers on the ground.
Malaysian citizens in NY who require assistance can contact the Consulate-General in the city via e-mail at [email protected], or by calling +1 (212) 490 2722/23. It has not been confirmed that the object is an explosive device.
Here’s the latest, based on details authorities have revealed so far. Tannerite is a binary explosive that can be bought in kits and available for private use with little regulation.
New York Mayor Bill de Blasio called it a bombing, but said the motivation remains unknown. All of the injured have been released from the hospital.
He said the Union County bomb squad’s robotic device indicated the package could be a live bomb, and the Federal Bureau of Investigation and state police will decide how to remove the device.
A police official said on Twitter a second device was being investigated.
Authorities say there was no structural damage from the blast. But Governor Andrew Cuomo said that “a bomb exploding in NY is obviously an act of terrorism”, He deployed 1,000 officers and National Guard members to various transit hubs across the city as a precaution.
He reaffirmed that point on Sunday when pressed on whether he was comfortable calling it an act of terrorism.

“A bomb exploding in NY is obviously an act of terrorism, but it’s not linked to global terrorism”.
