Missouri lawmakers loosen gun laws with veto override of SB 656
Many states around the country still have concealed carry permitting requirements, so Missouri sheriffs will continue to administer them to Missourians who want to carry concealed in another state.

Nixon’s budget office estimates it could cost the state almost $52 million, a figure that appears to have been calculated by taking 2014 figures and applying them to subsequent years.
“We should be concerned about the safety of our law enforcement officers and our constituents”, Curls said. Republican Rep. Justin Alferman, the bill’s main sponsor, said in a statement before the vote. The city’s 2015 murder rate of 59 per 100,000 residents was the highest among the largest 75 cities in the US.
The veto of photo voter identification was overridden in the House and then the Senate, along party lines. The elections law change would require people to show a government-issued photo ID at the polls starting in 2017, if voters also approve a proposed constitutional amendment on the November ballot. You can’t go in and buy alcohol without a photo ID; you can’t buy tobacco (or other) smoking products…
The House voted 115-41 Wednesday to override the veto. All area state representatives voted to override the governor’s veto.
“Why not have more certainty in the election process?”
Democratic Rep. Stacey Newman countered: “This bill is voter fraud on its face”.
Ten other states already have similar laws on the books.
Opponents said the new law flies in the face of general opposition throughout Missouri to weaken the state’s concealed-carry permit system. Senate Bill 656 becomes law January 1, 2017. Republicans and Democrats voted for and against the bill, which would levy fines against Medicaid patients who missed multiple appointments.
Missouri lawmakers are poised to relax the state’s gun laws and tighten its voting requirements as they consider overriding Gov. Jay Nixon’s vetoes.
Sen. Mike Parson is the sponsor of the new law.
The legislation approved Wednesday ads “instructional classes” to a list of items exempt from sales taxes. “The effects of the bills overridden won’t be felt for months if not years down the road”, says Senate President Pro Tem Ron Richard (R-Joplin). But if the amendment passes, Koster sees the implementation bill as a satisfactory compromise.
The bill is best known for allowing concealed carry without a permit.
“This bill will not do the cray things that are being said”, he said.
“Budgets are about priorities, and this governor has proven time and time again he cares more about entitlement programs, such as Medicaid, than programs that will help our schools, local transportation, and our state’s number one industry agriculture”.
The legislation does away with training and permit requirements for concealed carry in Missouri and expands provisions that allow individuals to stand and fight back against perceived threats.
Legislators will begin the veto session in Jefferson City on Wednesday. Each chamber contains a supermajority of Republicans, but no veto is guaranteed.
