Man charged in officer’s slaying to be arraigned

He was ordered held without bail. Authorities have since charged Fenner with attempted murder in Brackeen’s shooting. “He is everything you’d want in a police officer”, Shelby Mayor Stan Anthony told The Shelby Star. He had served as a K9 officer and was married with one daughter. The funeral service will take place at Shelby High School. During his search, officers in the area heard gunshots and went straight to Officer Brackeen’s location.

The Sheriff’s office said that the other three suspects were arrested in August but deputies were looking for Fenner. At that point, Fenner eluded police, but they later tracked him down to the home in Coventry.

Authorities said at a news conference Wednesday afternoon that Fenner was treated at a hospital for a gunshot wound and released.

Officer Tim Brackeen, 38, died at Carolinas Medical Center in Charlotte on Monday morning. Fenner, who was represented by a Legal Aid Society attorney, is scheduled to return to court Thursday.

State police say 23-year-old Irving Fenner was located at a home in Coventry, Rhode Island, around 2:30 a.m. Wednesday.

When police arrested Fenner his head was shaved, according to WPRI. Fenner is on the run and previously was wanted for armed robbery and kidnapping.

On Tuesday evening, the Rhode Island SWAT team, Federal Bureau of Investigation agents, and Providence police officers raided an apartment at 150 Oxford St., but Fenner was not there, authorities said.

Officer Tim Brackeen was scouring a residential neighborhood in the small town of Shelby for 23-year-old Irving Lucien Fenner, Jr., who has warrants out for his arrest in regards a March robbery with a unsafe weapon, according to the Shelby Star.

Brackeen died from his wounds on Monday. Cleveland County crimestoppers is also offering an award and donations from the public are increasing the reward in the arrest and conviction of the person or people responsible for the shooting.

‘It took a while for him to come out, and when he did he was in pretty bad shape, ‘ Philbin said. His half-sister was reportedly taken into custody.

At about 12:20 a.m. Saturday, Officer Brackeen was shot in the line of duty in the area of Parkview Street while searching for a subject who was wanted on outstanding warrants.

The two struggled outside the suspect’s house – and Brackeen, who was wearing his bulletproof vest, was shot in the chest. FBI Special Agent Colin Woods said analysis of Fenner’s cell phone, which authorities seized shortly after the shooting, led them to Rhode Island.
