Unable to run the House, Speaker Niranjan Pujari adjourned the House till 3 PM. The assembly failed to transact any business amid uproar.

Meanwhile, the ruling BJD came out with an apology for creating ruckus in the house during the recital of the national anthem.

BJD supremo Naveen Patnaik said his party would counter the opposition attack by prominently raising issues like Mahanadi, Polavaram and central fund cut under different schemes.

Commenting on the issue, Amit Jogi once again criticized the two national parties- Bharatiya Janata Party & Indian National Congress- and alleged that they are under pressure from influential Members of Parliament and Ministers of Andhra Pradesh and are ignoring interests of other states in the region. He has breached constitutional guidelines.

“It is a rare incident in the history of democracy that ruling party members did not allow recitation of national anthem in the House”.

“Unfortunately, the Speaker also did not caution the treasury bench member for his conduct”, he told reporters.

Even as the proceedings resumed at 3PM there was no improvement in the situation as BJD members were seen shouting slogans over Mahanadi and Polavaram issues forcing the speaker to adjourn the house for the day. As the house adjourned a few seconds after it was started, the BJD MLAs and ministers marched towards Raj Bhavan in a rally and submitted a memorandum to the governor seeking intervention of the President of India in the Mahanadi issue. “The team would have taken three months time to prepare the report”, said Mr Padhi, adding the Chhattisgarh government did not agree to stop construction work during the intervening period. Sources said the BJD which has a strength of 117 in the House is likely to bring a censure motion on Mahanadi water issue condemning Chhattisgarh government’s stance.
