Officials are now saying the US has gathering enough intelligence to say that it was Russian Federation, not Syria, that launched the airstrike.

Kerry noted Russian Federation initially said the attack on the convoy was necessary as part of an alleged offensive against the al-Nusra Front.

The White House is holding Russia responsible for an attack on an aid convoy delivering relief to an embattled area in Northwest Syria, whether it was Russian or Syrian aircraft that carried out the assault.
