The Division details character balance in 1.4 update
The continued traction of Tom Clancy’s The Division, which is the top selling title year-to-date; Tom Clancy’s Rainbow Six Siege, which ranks among the top 10 games in August sales; and, Far Cry Primal, which is in the top ten year-to-date in sales, helped Ubisoft retain its pole position.

For example, when it comes to stats, all World Tier 2 gear will soon have all three main stats – Firearms, Stamina and Electronics.
“One important reason for these changes is that we don’t want to see you get kicked from groups only because you haven’t inflated your Gear Score with 268 GS Gear Set pieces”, a Ubisoft Dev message reads. “These base stats will increase with each increase in gear score”.
Other bonuses, like crit chance and headshot damage, will be scaled down to fit the new game balance. “Unfortunately, all the solutions that we’ve tested were unsatisfying and we’ve finally made a decision to remove it from the game”, Ubi wrote. “Gear Sets are not meant to be a measure of actual power or be must-haves to be competitive at endgame, instead they will represent fun and specialized gameplay styles”.
Not that this update will matter, because the base game is glitchy and revolves around endless grinding, but update 1.4 will supposedly return The Division to having more core shooting mechanics, like when players first started the game.
DPS numbers are set for a major tweaking, with Ubisoft now working on a new formula to achieve a better overview of the power of a given weapon; you should be able to see it on a future PTS update.
Ubisoft aims to bring back the “shooter feel” of “The Division” by making major rebalancing on some of the weapons in the game. This update will bring “some big changes” to the way weapons and weapon mods work.
To do this, weapons accessible to all levels will be rebalanced, and mods will have at least one big bonus by default. As per the post it seems that the changes being made to the game are to shift it away from the “bullet sponge enemies but you die in two hits” feel of the current game in favour of a more balanced shooter experience. “Many light machine guns will see a buff and get closer to the damage numbers of assault ifles, which will make them more powerful and viable to use”.
Ubisoft ends the post by informing players that most of the changes will be “retroactive”, meaning that players won’t be able to run around with overpowered weapons that were grandfathered in from the previous version.
